What does shared life need people and institutions to be able to do?

Q49 brings together forty-nine source entries in seven Star divisions. Each entry offers a starting question for designing a shared world: how people learn, communicate, care, build, protect, live together, and carry responsibility forward.

A generative primitive is a compact source idea that can be developed into a larger proposal. The work connects its original meaning to a human need, a possible practice, the people responsible for it, and a way to examine its effects.

What it contributes

A proposed capability with its source, purpose, relationships, and observable test.

The forty-nine entries define this inherited research field. They do not establish that every civilization needs exactly forty-nine functions, or that every proposed application is already demonstrated.

Bring them into shared life

How can greater capability make life fuller for the people who share it?

QODES considers how formation, distinct contributions, shared responsibility, resource use, and continuity work together. It asks whether people can participate in a growing undertaking while keeping their identity, voice, and room to live.

Understand QODES in more depth

The framework develops Qodes, one of the forty-nine source entries, into a worked civilization model. Its five terms connect personal preparation with the relationships and institutions that make increased capability sustainable. The other Q49 entries contribute questions that can challenge and improve that model.

What it contributes

An institutional design showing who contributes, who decides, what sustains the work, and how people remain able to participate through change.

QODES is one developed model within the wider Q49 field. Its proposals still need practical evidence of how they affect people and resources.

Check what must be covered

Whose rights and responsibilities could the design overlook?

C12 names twelve constitutional functions a design must account for wherever they apply. It directs attention to decisions, dissent, justice, resources, emergency powers, succession, and correction, including the people a successful project might otherwise overlook.

Understand C12 in more depth

A constitutional function is an obligation the arrangement must meet, such as a meaningful route to challenge a decision and obtain remedy. A proposal needs to identify who carries that obligation, how it works, and what evidence could show that it is failing.

The twelve functions, in plain language:

1. C1 Subsidiarity and lawful escalation

   Place decisions at the appropriate level and define when they move elsewhere.

2. C2 Interoperability without central capture

   Let systems cooperate while keeping their shared connections accountable.

3. C3 Succession and anti-dynasty

   Transfer responsibility through legitimate processes that can be corrected.

4. C4 Emergency-power containment

   Bound exceptional powers and provide a return to ordinary arrangements.

5. C5 External relations and non-domination

   Account for effects on other communities and their freedom to decide.

6. C6 Infrastructure and economic anti-capture

   Keep essential services and dependencies open to correction or replacement.

7. C7 Public-legitimacy bridge

   Establish a legitimate basis for decisions that affect the public.

8. C8 Political-economy capture control

   Examine how wealth and influence can distort shared decisions.

9. C9 Rights, dissent, and material non-retaliation

   Protect voice and disagreement against practical penalties.

10. C10 Justice, adjudication, and remedy

    Provide a fair way to resolve disputes and repair wrongful harm.

11. C11 Ecological and intergenerational stewardship

    Account for environmental burdens and the people who inherit them.

12. C12 Epistemic integrity, audit independence, and constitutional self-correction

    Keep evidence, review, and the governing arrangements themselves open to correction.

What it contributes

A coverage review that names the applicable obligations, their responsible people, and any unresolved gaps.

C12 applies across the seven divisions. Required protections remain necessary even when no Q49 source supplies a qualified relationship to them.

Evaluate a proposed change

Can this particular change be carried responsibly, with the evidence available?

CVK is the proposed method for reviewing a material change, such as expanding a service or transferring responsibility. It brings the affected people, dependencies, evidence, authority, and repair arrangements into a single, traceable evaluation.

Understand CVK in more depth

Kernel here means the central evaluation logic. It asks whether each required condition holds for the proposed change. A strong result in one area cannot cancel a missing essential protection elsewhere. Its intended home is the governed Qitronix architecture.

What it contributes

An evaluation outcome, the evidence behind it, any work still required, and the conditions that would require another review.

CVK remains a qualification specification. A favorable evaluation makes a proposal eligible for a separate authorized decision; it does not grant permission by itself.
